Can You Transfer Steam Wallet Balance to Another Account?
Game gifts, digital gift cards, and item trades are not ways to transfer existing Steam Wallet balance. Here is the practical difference.

The short answer is no: existing Steam Wallet balance cannot be sent to another Steam account. Steam lets people gift games and trade items, so it is easy to assume Wallet balance can move too. It cannot. Gifts, inventory items, and Wallet balance are handled through different parts of Steam.
That is especially tempting when only a small balance is left. You may assume there must be a hidden setting somewhere and start looking. First, though, identify what you are actually trying to move. That saves you from treating gifting or the Community Market as an answer to a different problem.
Steam Wallet Is Attached to the Account That Holds It

Valve describes Steam Wallet as prepaid credit for buying content and services. Its Subscriber Agreement says money added to the Wallet is non-transferable and has no cash value outside Steam. The current Subscriber Agreement states that boundary directly.
Even if two accounts belong to the same person, their Wallet balances do not merge. Each account can spend only its own balance on games, permitted in-game purchases, or eligible Market purchases. Creating a trade offer or selling an item on the Market does not change that rule.
Game Gifts and Digital Gift Cards Are Different

When you gift a game, the recipient receives that game. They do not receive the same amount as freely spendable Wallet credit. Gifting works if the goal is to buy a particular game for someone else, but it does not turn leftover balance in your account into balance they can use however they want.
A Digital Gift Card Requires a New Payment
One related Steam feature can look like an exception. A digital Steam Gift Card can add value to a friend or family member's Steam Wallet. However, Steam's Gift Card FAQ says you cannot buy a digital gift card with existing Wallet funds.
In other words, topping up someone else's Wallet with a new payment and moving your current Wallet balance to another account are two different things. If the only goal is to move leftover Wallet balance, a digital gift card does not solve it.
Trade Offers Move Items Only

Steam's Trade Offer help page explains that an offer contains tradable items. Wallet balance is not an inventory item, so there is no line for it in the offer window. Steam's Trade Offer FAQ explains that boundary.
A Trade URL lets someone open a trade offer to you; it does not give them access to your Wallet.
Do not share a login, Steam Guard code, or recovery details to make this easier. A small balance is not worth an account-security problem. If the URL itself worries you, read what a Steam Trade URL exposes and what it does not.
Where Do Market Sale Proceeds Stay?

When you sell an item on the Steam Community Market, the proceeds remain in the Wallet of the account that sold it. They do not become a bank transfer, a PayPal payment, or the Wallet balance of another Steam account. The Market can turn an inventory item into Steam Wallet value, but it does not provide a Wallet-to-Wallet transfer feature. Refunds Cannot Be Sent to Another Account Either

A refund is tied to the original purchase. Depending on the purchase and payment method, Steam may send an approved refund to the original payment method or to the Wallet, but you cannot choose another Steam account as the destination.

Start by Naming What You Want to Move

When people say they want to move "Steam money," they may mean a game gift, a digital gift card, an item trade, or a refund. Those are different actions. Before looking at the amount, decide which one you actually need.
SteamVaults does not turn Wallet balance into another account's Wallet balance either. A direct balance transfer and separate settlement through tradable items are different processes.
